As Commander in Chief at the time Biden was responsible for the evacuation debacle. He accepted the responsibility; however, the actual fault lay with the officers in charge of operation. Had Trump been C in C at the time he would have laid all the blame on the officers in charge and accepted none of the responsibility. Notwithstanding, Trump made a big deal of shedding some crocodile tears and spewing a load of faux patriotism, and then went on to use the event for political fodder.
