If they're vaccinated then I'm less concerned. And since that's enforced, I can't complain about it too much.
So I guess that I could change my previous argument... if vaccinations for COVID and the flu were enforced and the population was nearly 100% vaccinated, then masks wouldn't be necessary.

Your question contradicts itself, so it doesn't make sense. If they are allowed in, they're not illegal...
Where are the mask requirements on the immigrants? Immigration laws require them to be vaccinated for mumps, measles, rubella, polio, tetanus and diphtheria toxoids, pertussis, influenza, hepatitis, COVID, and any other vaccine preventable diseases recommended by the ACIP.
If they refuse any of these vaccines, they are denied entry.
