The government does not have the resources to vett and vaccinate every illegal coming across the border. Do you really think our government is that efficient, they've only built 7 EV chargers in two years spending billions.

Service personnel are required to take shots after they are inducted. After their initial training they may be required to have more dependent on where they might be deployed. Refusal to have the shots would result in time in the brig. Continued refusal would result in a dishonorable discharge. This situation existed long before Covid 19. George Washington required his troops to be vaccinated against smallpox.
