The $11 million is false, too... the SIGAR report said that the government had given subsidies to non-government organizations, and some of those organizations "reported paying taxes, duties, or utilities to the Taliban-controlled government."

These organizations are mostly providing humanitarian relief to people in Afghanistan, and of course to do so legally they have to pay taxes and utilities.
