In my opinion? They should be immediately tested for both COVID and influenza, similar to a blood alcohol test.
If they are infected with influenza, they should be charged with assault.
If they are infected with COVID, they should face charges for involuntary manslaughter.
If there are no infections, there should be a fine.
I compare it to drunk driving because in 2022, 13,524 people in the US were killed by drunk drivers. That compares to 21,000 deaths in the US from influenza in 2022, and 1.2 million people in the US died from COVID total. If being irresponsible and causing people to die is illegal then I don't see why it only applies to one issue and not all.

The study was on whether mask mandates worked, and they found the results to be inconclusive. Because, without penalties, people were ignoring them and spreading COVID anyway.
But we've had that conversation before... you ignored it then, and I know you'll ignore it now. Because that's what you and your ilk do, right? Ignore anything that doesn't support what you want to believe. That's called "confirmation bias," by the way...
