Actually if you can pass a breathing test you can get a medical waiver to serve in the military, maybe not in a combat role but definitely in a support role, in comparison,

After graduating from the Naval Academy in June 1965,[18] Staubach could have requested an assignment in the United States, but he chose to volunteer for a one-year tour of duty in South Vietnam. He served as a Supply Corps officer for the Navy at the Chu Lai Base Area until 1967. Staubach supervised 41 enlisted men.[19]

If you have a chronic disease such as asthma the military WILL NOT ACCEPT YOU, deferment isn't even considered.

Was this breathing problem discovered before or after he scaled the side of a burning 10 story building to rescue 25 people carrying each one to the ground on his back. Performing CPR on half of them and loaning one poor old black lady one of his lungs. ?

Biden received five student draft deferments, first as an undergraduate at the University of Delaware and later as a law student at Syracuse University.

And after a medical exam in April 1968, he received the "1-Y" classification, which meant he could only be drafted in a national emergency.
