I keep getting flagged for saying a cheap place to buy a rain gauge is that cheap Chinese online seller that starts with a T and ends with a U. What's up with that?

No, they measure in inches and the standardized gauge is 8" in diameter..

could someone make a rain gauge any size they wanted, and it still show the same rainfall as any other gauge?
