Slammed by people that have no idea what's going on, maybe...

The budget for foreign aid has already been approved, so this isn't new money. And the additional money needed for hurricane relief needs Congressional approval. They can't legally divert money that's approved for foreign aid to hurricane relief.

You may also recall that, on September 25, Republicans in Congress voted against increasing FEMA's budget...
