Trump talks a big tariff game, yet it's clear that he doesn't know exactly how to implement such a program. Say nothing about how it will affect pricing, i.e., 100% tariff on autos made in Mexico.
In reality his main focus will be on the daily drama, insults, name calling and pompous behavior while finding ways to usurp taxpayers dollars, and "gifts" from world leaders for personal use.

His staff has said that he will definitely implement Project 2025. He just acted ignorant during the campaign, but now there's nothing to stop him.
There's also speculation that at least two Supreme Court Justices (Clarence Thomas and Samuel Alito) and maybe a third (John Roberts) will be "retired" so that Trump can replace them with his cronies. This will give him the power to keep Project 2025 in place regardless of Congressional support.
At that point, there's no reason to imagine that Trump will willingly leave after his second term.
And if he does, the system will be so stacked that JD Vance will be the next President regardless of the votes.
