Hey ht, your reference is an opinion piece disguised as news by the mouthpiece of the San Francisco of the East.
This amendment is necessary to proactively prevent local AND state entities from allowing non-citizens to vote in local AND state elections as has occurred in liberal leftist enclaves such as Washington D.C.

My bad everyone, the language is basically restating the current law BUT it seems to be designed to possibly discourage recent citizens from voting. Here's a pretty quick article explaining it.

Hillbilly, it makes it so that people who were not born in the US, regardless of if they have become naturalized citizens, cannot vote. It takes people's rights away, which is the design.

The state constitution currently says:
Section 1. Who may vote. Every person born in the United States and every person who has been naturalized, 18 years of age, and possessing the qualifications set out in this Article, shall be entitled to vote at any election by the people of the State, except as herein otherwise provided.
Why is this amendment needed?

f approved, the amended Constitution would read: "Only a citizen of the United States who is 18 years of age and possessing the qualifications set out in this Article, shall be entitled to vote at any election by the people of the State." In effect, the amendment would preemptively prevent North Carolina cities or the state legislature from passing a law allowing noncitizens to vote in local or state elections.
