There are different budgets... one for foreign aid, one for disaster relief, and so on. The money allocated for foreign aid can't just be diverted to disaster relief funds, that's not legal.

Biden allocated $20 million for disaster relief immediately, but more requires Congressional approval. But they are out of session right now, and the Republican Speaker has stated that he will not call them back until after the election... in an apparent attempt to make Biden look bad in a swing state. So Congress can't approve more money.

And yes, that means that they are intentionally letting people suffer and die on the hopes that it will help them in the election.
