I think Biden was hoarse from a week of practicing what he was supposed to say at the debate. When debate night came he was trying to spew out his rehearsed responses has fast as he could but his brain couldn't keep up with his mouth. His thoughts were incoherent and a jumbled mess. Hence "the we beat Medicare" line. He did do a little better as the debate went on. My thinking on this is they were afraid if they gave him his enhancement medication too early it would wear off before the debate ended. Instead it was the opposite, they hadn't had time to take affect at the start of the debate when more people were paying attention......expect them to correct this at the second debate...... if there is one.
