Surprised by what?

He can be on their radar all they want, but what are they supposed to do? They couldn't do anything unless he was convicted of a crime, and they can't take away his guns unless he's convicted of a felony.

Criticizing the President and saying that you would like to shoot Putin isn't a felony...
