Politicians and others have used many sources for their speeches: Julius Caeser, Shakespeare, Lincoln, Churchill et al. Rotten Ronnie should think himself privileged to be included among his superiors.

The speeches were similar, not the same. That is to be expected given the narrative.
There is a bit of fakery going on here but splicing clips of both speeaches and comparing then. You can tell this because if you listen ti the originals of both, you can hear pauses and stuttering in Biden's speech thar is removed by the side by side comparisons. It also appears that some words are removed, added or moved in both speeaches so they seem to match.
