Don’t Dream Its Over: It's about a love that is in jeopardy because of external forces. The line that is repeated " dont let them win", gives the impression of a battle of forces at play.
Who "them" is could be an interpretation of anything in the world (outside) or from within, that causes negative conflict in a romantic relationship causing it to end. "I'm counting the steps to your heart" indicates a willing of a reunion or fight to stay together and therefore, not allowing these dark forces to win. Two lines and the title add up to a beautiful interpretation of a willingness to let love win.
