That was signed by Trump on January 19, 2021. There were conditions after the section that I pasted, I just didn't want to paste the whole thing on here.

On March 9, 2021, Biden extended that to September 9, 2022...

This is why he wasn't deported, he was eligible to apply for Temporary Protected Status.

It also means that he wasn't actually undocumented.

Jose Ibarra wasn't an undocumented immigrant... he was a legal Venezuelan refugee on Temporary Protected Status as signed by Trump on January 19, 2021.
