BECAUSE IT WAS A FAKE STORY. The basis for said story happened last year because some woman killed and possibly eat her neighbors cat and she just happened to be a black woman but she was not from Hati. So someone took that and twisted it to scare people just like Republicans do. Springfield cops, city managers and other officials have already debunked it so please move on.
