The initiative called for states to submit a proposal, and then upon approval the federal government would send funds. The states could then access 20% of those funds, and then get the rest upon completion.

So far, the states have mostly sabotaged their own proposals... either including "provisions that stray far from the stated mission of providing internet access to those who don't have it," or not even submitting a proposal at all.

For example, Michigan's proposal included "net internet construction initiatives, much of it directed to areas that already have excellent internet access."


This means that no money has actually been spent, because none of the states have done anything.
