There is another option it may or may not work but I have used it before.
Go to a working computer with the same os. Copy the file onto a disk (remember to note the exact file path)
Boot the system to the Dos prompt
Copy the file and overwrite the existing one if prompted.
Reboot your computer.
If it worked the computer will boot properly if not well you already know that error message.

It's must have that file (DUH!). On my Dell, I can repeatedly press F8 when booting, and it takes me to a menu that allows, among other things, accessing System Restore without booting into Windows. I've never owned an IBM (this is system specific), but most manufacturers offer some time of restore option.
If your Mom's files were backed up (everyone's should be!), your last option is to buy a copy of Windows (Vista at stores, wait a few weeks for Windows 7, or pick up an OEM copy of XP from some place like newegg.com) and re-install. It'll cost (depending on version of Windows) from 75-200 dollars. If your mom was still running Win 98 (which she may have been, there haven't been any IBM computers on the consumer market in a while), you can probably find a Win98SE install disk on Ebay for next to nothing. There are even free versions available on the internet (careful you don't download a virus). It's a very old OS, and Microsoft no longer supports it.

You are going to need a windows XP CD.
There is a work around I will see if I can remember it.

Mom has a IBM comp. unplugged due to storm coming and when powered back up, it will not start up. Gives a message of ; windows could not start because the following file is missing or corrupt.
\windows\system32\config\system
tells me I can attempt repair with original set up CD
Problem is she does not have the original set up cd.
PLEASE HELP!!!
