It's a spyware issue, try if you can to download malware bytes or like other ppl here have said find an iso image that you can put on usb or cd and boot from it. A lot of times if the creator of the spyware is smart then they'll disable system restore so safe mode will be useless, you can still give it a shot by pressing f8 when you first turn on the pc. Need any help, then please let me know. I charge $50 for virus removal and unlike other ppl here I won't charge for a tuneup after I clean the pc.

No you don't. It's probably an AV Rogue Antivirus/Spyware software like bennet said. Just do what Simple Ron said and if the system restore point isn't a healthy one than the problem will persist. Feel free to give me a call @ 336-981-4157. I can remove it entirely for $60.00 bucks out the door and preserve all of your data. For just 25 more bucks you would fall into my promotion rate and I could also perform a Comprehensive PC Tuneup. I go beyond just running scans to do cleanups of infections and Comprehensive Tuneups.

Boot in safe mode and perform a system restore to before this happened. You will not lose any data.
