I've turned on four androids since august and I don't remember dialing the activation number on any of them. Only the data setup. I'll have to see if I've got any of the paperwork left from any of them and see what the instructions were.

I just upgraded two VZW android phones, one this past saturday, and both dialed *228 for me as part of the activation process...

The androids activate differently than a regular phone. they don't use the *228 feature

If you picked it up, they preactivated it for you. If they had it shipped to you, then it might be a refurb. Anytime you have to dial *228 to activate/program a phone, it goes to CWW and fails in this area. Go ahead, try it now!
If you took it out of the box and it worked, then you didnt need to 'activate' it by dialing *228.

Antflo. I got a Verizon phone two weeks ago, took it out of the box, and started calling. And I know for a fact that I am on Carolina Worst Wireless service.

You need to be in a Verizon service are to activate. Wilkes is not. Drive to Boone, or the shell station off of 421 at I-77. From there, you can do the activation.
