My first idea would be to stop buying crap.

After that, surround will only work if you have a digital connection (digital coax, optical, or HDMI) going from the source (the dish receiver) to the surround processor. Also, go in the menus for the Dish receiver and make sure that dolby is turned on (if there is an option for doing so). I cant remember on Dish, but I know Direct has an option for turning dolby on and off. However, once you have a digital signal going to the surround processor, and that signal is definitely carrying a dolby broadcast, you still have to make sure the surround processor is in Dolby ProLogicII mode.

Now, lets address something else. FM radio is not in surround sound. Surround sound means you have 5 (or 7) speakers, each with a different audio signal going to them. FM only has two channels, left and right. So even if you hear the FM radio on all the speakers, that isnt surround. That is called 5 channel stereo.

Recap
5.1 works on dvd with HDMI
Radio works

This sounds like a cabling issue to me.
how is you dish attached to the surround system?

The dish receiver needs to hook in to the sound system.

How does the dish hook to the tv ?
RCA ? HDMI? COAX?
IS there AUDIO OUTPUTS ?
AUDIO OUT TO INPUTS ON SURROUND
Dose the tv have audio out? If so You need to hook AUDIO OUT TO INPUTS ON SURROUND

on the surround you need to select the correct input source

Hope that helps

I have a Mitsubishi 60 inch 1080p DLP 3D Home Cinema TV and I purchased a Panasonic surround sound system with blu ray for it. When I hooked it up I can't get the surround sound to work on the TV. It works great as long as I'm playing a dvd but on regular TV it won't work. I have it hooked up with a good quality HDMI cable. I have Dish Network for my TV channels. I have tried every setting I can think of and went through the manuals of both over and over and still can't get it to work. Any ideas why it won't work on the TV channels? The surround also works when I play the fm radio on the dvd player. Only thing I can figure is it has to be something to do with the dish receiver. Any help would be appreciated.
