GIMP is a viable alternative. I personally use Photoshop, but if I did not need all the high end editing capabilities, GIMP would be my choice.

SAI is more advanced than gimp, but doesn't cost as much as photoshop. It takes a little bit to get used to the layout, though, if you're used to using photoshop. Here is a link: http://sai.detstwo.com/sai/ If it looks like it may interest you, there should be a demo available. When I edit pictures, or am creating work, I use a mixture of SAI and Gimp.

Gimp. Recently went through a UI change, made it considerably easier to use if you were used to Photoshop already.
You can also purchase photoshop by the month now I think...

PhotoScape is free to download online. It is not a professional photo editing program by any means, but if you just want to do basic editing it works pretty well. There are alot of neat ways to change or edit your photos to choose from. Plus, it is very easy to use. I've tried many of the free photo programs and its my favorite.
