if your got the money or pirate stuff photoshop its hard but you will learn it other than that you could use macromedia fireworks 8

paint .net is free, supports layers and such, and even uses photoshop plugins if you find them.

It depends on what you're trying to do. If it is as simple as correcting "red eye" or simple crops, you can probably get by with software probably installed on your computer (Windows Photo Gallery in Vista).
I tell people who want to try a more powerful photo editing utility to try Gimp. It is similar in capability to Photoshop, but it is free (http://www.gimp.org/). Most folks think that Photoshop is more user friendly, but you can't beat the price!
