There is no easy answer to that, without asking you a billion questions and understanding what you need it for. Just that you are asking though, means an off the shelf system would most likely be fine for you.

Other than that, I suggest buying used. Computers dont hold value like they used to, and are plentiful on Craigslist for a song. If you dont trust yourself to find a good one, pick a price point, then pay your favorite nerd that you trust $20 to check them out for you...
