how do you resize a video?

I open my "paint" program and under "image" select "resize/skew"...then where it shows 100% you change those to 50% or 75%...whatever...it's how I downsize photos to send online or put on my cell phone.

Draw a line down the center of your screen with a permanent marker in order to cut the size in half.

how can I resize a video from 125 mb to 100 mb so that I can upload to myspace or photobucket? anybody know?
