I agree with others...your system has malware. I also agree that the easiest way to get your system back in working order would be to do a system restore to before the problem popped-up. There's nothing lost if this doesn't work, and it may get you back in shape quickly, so I'd try it first.

1. First try doing a "system restore' to a day prior to the problem.
If that doesn't work.
XP
1. Boot in safe mode with networking
2. Start>run>type in %temp% - this will display temp files - delete all.
3. Go to www.malwarebytes.org and download free version.
4. Run malwarebytes, perform a quick scan. When finished, display results and removed "selected"
VISTA/WINDOW7

You have a nasty virus/malware that is going to be a pain to get rid of.
FYI, Firefox has had more security issues this year than IE.

I would also do as rp99 said and run malwarebytes.

Ok I have IE and Firefox - I lost connection tonight and had to do a complete reboot - when I logged back on - Firefox said this - can anyone help me figure this out pleaseeee
The proxy server is refusing connections
Firefox is configured to use a proxy server that is refusing connections.
* Check the proxy settings to make sure that they are correct.
* Contact your network administrator to make sure the proxy server is working.
