Are you using a laptop or desktop? I've run into the same issue, but the fix depends on what type of unit you are running on.

Decryptor does do the actual burning, its one of the options to use as the burner with some versions of Shrink...it's Shrink that doesnt actual burn but passes off to Nero or DVDD, etc.
Still baffled...

I may be wrong but DVDDecrypter (and DVD Shrink) don't do the actual burning.
When I had Nero installed on this PC (XP SP3, etc) and ripped (with DVD Shrink), it asked if I wanted to save the output to the hard drive or burn it. When I uninstalled Nero, I no longer had the option to burn. I just use ImgBurn for that, and I've been able to drop the burn speeds (lower than the max).
So possibly it could be a problem with what ever burning tool that is "integrated" into your ripping / shrinking software.

Fresh install of Vista Ultimate 32bit. DVD burner is identified as BTC IDE1008 (sold under the LiteOn and BenQ names a few years back). Vista is fully updated, motherboard bios (m2a-vm) is latest available, updated the drive's firmware to the latest version (0060) a few months ago when the system still had XP on it - confirmed there is not a newer firmware available - could not find others with similar hardware having the same issue.
What's my issue? Glad you asked. Regardless of the software used, I can only burn CD's and DVD's at the maximum rate supported by the media and the drive - usually 8x(dvd) and 52x(cd). Even if the software (again, it doesn't matter what software, I've tried many) supports manually selecting a slower speed, the slowest it will offer is either 8x or 52x. I need to reduce the burn speed on DVD's to 1x or 2x. On ONE piece of software (DVDDecrypter) it actually let me choose 1x/2x as an option, but when the burning begins, it still runs at 8x based on the throughput.
Any suggestions on how to force this back in Vista to a slower speed? I've tried older drivers, newer drivers, manufacturer vanilla drivers, benq drivers, liteon drivers, etc. No joy. I can slap the drive back into an XP system, and the 1x option is available all day long.
