you probably have it set to / on "stand by".

hold the off button down till it cuts off or unplug it
when it reboots the bios screen will open and and say something about it not shutting down correctly and ask you how you want to start it
click ? ... y ... or ...enter.. which ever it tells you to to start windows normally

When I log off, my computer says it is shutting down, but it will not cut off. Can anyone off come advice? I have a Dell & Embarq internet.
