TO add to my last comment... Anti-viras programs can also slow your connection as can your firewall. I never use windows firewall because of this, I have a yearly renewed firewall, and it is much faster. McCafee is known to slow speeds and on some networks even Norton can slow it down. It really just depends on so much.

OS doesn't affect internet speed, neither does the CPU... However a slower CPU will slow down your browser as your modem/router is pushing more data into your computer than the computer components themselves can read and put on the screen. Another thing that may cause slow internet is if your browser has a lot of add-ons that are running, as well as a computer that has a bug, virus, or malware. On just about any browser (chrome, IE, Firefox, Opera, etc.) you can pull up what addons are running and in most cases delete them from the browser. One of the reasons I travel to a clients home when I get complaints about networking speed is because there are so many variables that can cause a slow connection.

Speedtest.net is the best. Three things: it could be your modem is bad or out of date, your router is bad or out of date, or your computer's processor is not up to date. I have seen many computers with xp that will on get 8 - 12 meg because it is old.
