Paint will do it using the Stretch/Skew command. To make it half size, just enter 50% on both lines. Unfortunately you can't specify by pixels, but it'll do in a pinch.

Yeah, MS Paint really isn't very good. I tried it myself and couldn't figure out how to resize an image, so I'm not sure what to tell you on that one.

Try going to http://www.download.com, and downloading the free program FastStone Photo Resizer. I use this one to change a lot of pictures at once, and a lot of our clients use it and find it to be easy to use.

I tried doing it with paint( i dont know what else to use) and it just like cut the whole pic in half.

There are dozens of ways to do this. If you have a printer, odds are that you already have software installed that allows you to resize an image, but the directions to do so will vary for each program.

Usually, you will open the program, then open the image you want to resize. There will be a button somewhere that either says "Resize" or "Resample"; click this, then change the width to 400 pixels and let it determine the height automatically.

Click on the "Apply" button (it might say something besides Apply), then save the new image with a new name so that you won't overwrite the original picture.

FYI, 99% of the pictures that you'll want to use will be in the JPG format. Other formats are accepted, but the wide majority only need to use JPG.
