Try Opera. The fastest, most innovative browser (they invented tabbed-browsing over 15 years ago), Opera is simply the best, imho.

When it pops up, click on the "?".
This will open another window allowing you to 'disable' it.
I've found it does come back eventually and I have to disable it again.
I haven't figured out if this is on a reboot or what.
