This tree has some type of disease. The white bark and the barked is raised up on the tree. It is only on one tree. What could it be?

A huge Oak Tree in the front yard is sick. The bark of the tree is white and it looks like it is growing new bark. I don't see any worm holes so what is wrong with my huge Oak Tree? It has a lot of green moss growing on the ground roots.
