Help with fluorescent light

We can't really use it because we can't get it to come on at all even with a new bulb. I bought a new light to install yesterday for 11.97. It is just a two bulb, basic fixture and not fluorescent. We will have to cut off the power to the whole house to install it because we can't figure out if the light is off or on or what breaker it is on. It is completely dark in that room with no windows so that is going to be a project we have to do in daylight and hope that some day light from another room will filter in enough to be able to see by.

The starter is going out ..you can continue to use it for a bit longer ..but will have to replace the whole unit eventually !

We have a single tube bulb 24 inch fluorescent light fixture in our laundry room. About a month ago the light started flickering and for about two days the light quick flickered off and on like a strobe light. It was a rapid blinking. The fixture is about 12 feet off the ground so we couldn't get to it until we borrowed a ladder. After two days it went out completely. We bought a new bulb and put it in and the light still wouldn't come on. There are two switches in the room so at that point we couldn't tell which way the switch should be to be on or off. We just left it alone planning to try do something later. The next morning when we went to the laundry room the light had come on. It has worked fine ever since. Thanksgiving day we came home and the light was out. I noticed the power must have went out in the house because the oven clock and microwave clock were blinking. Not sure if it went out in the whole house or just in a few places as the only way to tell was with the blinking appliances. We reset all the gfi switches and checked the breaker box to see if any breakers had switched off. The light still wouldn't come on. We went to Walmart last night and got a new bulb and put it in and the light didn't come on. At this point, once again, we can't tell whether the light switch is on or off so we have flipped it a couple of times and left it to see if the light would come on after warming up. It hasn't.
Is there any way to tell if it is a ballast or what issue it could be? We can't really afford to hire an electrician. The fixture is very basic with no cover or anything. It would probably be cheaper to just go buy a new light and put it in ourselves, but we don't want to do that if it is something simple that we are missing. Any suggestions on what to check or do?
